In 2013, the number of patents granted nationwide was 144,000, which was the same as last year, while the number of invention patent applications accepted reached 825,000, a year-on-year increase of 26.3%; 34.7% of the total, more than a third for the first time in five years. This reflects my country's shift from focusing on the number of patents to the quality and structure of patents.
However, officials from the State Intellectual Property Office also said that there are two major problems in my country's patents. First, the number of invention patents per 10,000 population is significantly different between the east and the west. Second, in some high-tech fields, China's patent layout still needs to be strengthened. Based on this, China's GSP intellectual property funding policy will face adjustments. In the future, the funding for design and utility model patents will be reduced, and it will be tilted towards invention patents.
Information from the State Intellectual Property Office also shows that, in order to ensure the further improvement of patent application capabilities, since the pilot work of intellectual property pledge financing was launched in 2008, the total amount of patent pledges has reached 63.8 billion yuan, an average annual increase of 112%, which has alleviated the problem to a certain extent. By the end of 2013, there were 587,000 domestic (excluding Hong Kong, Macao and Taiwan) valid invention patents representing high patent quality indicators and reflecting patented technology and market value, and the number of invention patents per 10,000 population reached 4.02, which was completed two years ahead of schedule. The "Twelfth Five-Year Plan" put forward the goal of "increasing the number of invention patents per 10,000 population to 3.3 by 2015".
From the perspective of the regional distribution of patent authorizations, patent authorizations are still clustered. In terms of the number of invention patents per 10,000 population by region (excluding Hong Kong, Macao and Taiwan), there are 7.7 in the eastern region, 1.8 in the central region, 1.6 in the western region, 2.8 in the northeastern region, and 8 provinces including Beijing, Shanghai and Tianjin. Among them, Beijing has 41.29 invention patents per 10,000 population, and Shanghai has 20.32, much higher than other regions.
From the perspective of authorized subjects, my country's enterprises have a stable position as the main body of intellectual property creation. In 2013, Chinese enterprises obtained 79,000 invention patents, accounting for 54.9% of the domestic total, an increase of 0.2 percentage points over the previous year. Among them, Huawei Technologies Co., Ltd. still topped the list, with 2,251 invention patents authorized.
Inclusive policy to be adjusted
However, although the proportion of invention patent applications and authorizations in my country continues to increase and the structure is gradually optimized, the patent layout in the field of high-tech technology still needs to be strengthened. Among the 35 sub-technical fields classified by WIPO (World Intellectual Property Organization), 21 fields dominated the domestic invention patent ownership in 2013. Although in the field of high-tech, the gap between domestic and foreign invention patents is shrinking, and the rapid growth of advantageous fields shows that my country's R&D innovation in key technologies has achieved practical results, but it is worth noting that in optics, semiconductors and other high-tech industries In the field of technology, foreign countries have always had obvious advantages.
Director Gong Yalin of the Planning Department of the State Intellectual Property Office said in an interview with a reporter from the 21st Century Business Herald that the Intellectual Property Office should do a good job of strategic layout, and local governments should find and give play to their advantageous industries, and some preferential policies should be given to them.
